Absolutely.

A completely underrated release. As I tell my friends, "Imagine NIN's Broken, but with much better guitars and less depressing lyrics".
Speaking of Swedish bands, Masquerade. Surface of Pain A lot heavier but with good melodic songs. Of course it bombed but one of the band members is now a successful ESC songwriter with 70 entries and two winners to his name.

Too Fast For Love is heavier than Shout At The Devil? Interesting take

Back For The Attack?

It's heavier, sure, but it's not much heavier than Under Lock and Key.

How could we forget Judas Priest, "Painkiller," following the twin shitshows of "Turbo" and "Ram it Down?"

Because Turbo was a top 3 Priest album. Turbo stunk. Painkiller was terrible.

I was thinking this also.

But much like Slave, while much heavier sounding and better produced he songs themselves were not as strong as previous albums.

Terrible is a bit harsh but it's very average. Much better than Ram It Down which I guess you mean was the album that stunk. Turbo is indeed a top 3 Priest album after SFV and Stained Class.

I’d say RiD and Painkiller are similar in quality. At least RiD sounds like JP. All the pretend love for Painkiller makes me absolutely hate it.

You may hate Painkiller all you want but c'mon there's no utter garbage like the last two tracks on Ram It Down o there. The worst two Priest songs until Demolition if you ask me. "Songs" doesn't include the weird guitar noises on Rocka Rolla by the way. "Winter" or whatever.
