What is the issue?

Check the shutoff valve under your sink on hot side.
Other than that, assuming its a 2 handle faucet, the cartridge on hot side may have a chewed up seal that is blocking water flow.
What brand and style faucet is it?
Single lever/dual handle?
Brand name and model and i can probably help you out more

So how did the valve get turned off?

Honestly no idea. I noticed last week running the hot water is sounded like a machine gun so maybe it was water hammer or something and the valve got manuevered around. Not sure. At any rate hot water again in the bathroom sink
