From a mechanical engineering point of view, the error in the picture is actually very presumptive.

If you're looking at interlocking cogs from an elevation view, as you would be looking at the side of this building, you are only seeing one plane. This is why design documents also show a "plan" view which in this case would be the "birds eye" view. It's very possible that the plan view might show the depth of one cog to be double the thickness, thereby allowing the other two to rotate freely on two different parallel planes and it would work properly.

But also from a design aspect one would have to figure out why the fuck you would have three huge gears rotating right through the mid-section of a schoolhouse. I'd say education actually works best when the kids aren't being chewed up by a giant rotating steel mechanism. By hey, that's just me.
