From the new article: "The State Department is moving to apply the terrorist designation to two Libyan organizations and one militant believed to have played a role in the deadly attack on the American diplomatic mission in Benghazi in September 2012" (The one militant being Sufian Bin Qumu who has known ties to both Osama Bin Laden and Al Qaeda).
The designation was also expected to apply to Sufian bin Qumu, a former driver for a company controlled by Osama bin Laden and a former inmate at the United States military prison in Guantánamo Bay, Cuba. He is identified as a leader of Ansar al-Shariah in Derna, but officials briefed on the designations and the intelligence reports said that there was no evidence linking him to the attack.

I can't believe they defeated Gaddafi and his army and I'm supposed to be surprised they killed 4 people.

Pentagon labeled Benghazi a terrorist attack as Obama administration wavered: newly declassified testimony

Gen. Carter Ham’s newly declassified testimony before the House suggests the prospect of an out-of-control demonstration was not raised by Defense officials and that they immediately considered the incident an attack.

Now testimony by Gen. Carter Ham, head of AFRICOM at the time of attack, before the House Committee on Armed Services in June 2013 suggests that Defense officials did not raise the prospect of an out-of-control demonstration and immediately deemed the incident an attack.

Ham, whose partially redacted transcript was declassified by the House on Monday, said at the 2013 hearing that he was alerted to the incident 15 minutes after it erupted at 9:42 p.m. Libya Time (3:42 p.m. EST) on Sep. 11, 2012.

"When we saw a rocket-propelled grenade attack, what appeared to be pretty well aimed small arms fire — again, this is all coming second and third hand through unclassified, you know, commercial cellphones for the most part initially. To me, it started to become clear pretty quickly that this was certainly a terrorist attack and not just not something sporadic," he stated.

He describes how as soon as AFRICOM learned of the attack, the command control repositioned a drone to the consulate to gather intelligence on the ground movements. The unmanned, unarmed surveillance aircraft was ordered to be diverted to the Benghazi site at 9:59 p.m. Libya Time, 17 minutes after the attack.

According to the timeline, at 10:32 p.m. Libya Time, Ham briefed then Defense Secretary Leon Panetta and Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, before they traveled to the White House for a pre-scheduled meeting with Obama, during which they briefed Obama on the situation.

During Ham's briefing with Panetta and Dempsey, before they left for the White House, he said there was a "peripheral" discussion as to the cause but added, "We knew at that initial meeting, we knew that a U.S. facility had been attacked and was under attack."

"I am not aware of (a demonstration), sir. It became pretty apparent to me, and I think to most at Africa Command pretty shortly after this attack began, that this was an attack," he told Rep. Howard P. (Buck) McKeon (R-CA), chairman of the House Armed Services Committee.

So does anybody who knows the names of the four people killed in the Benghazi attack also know the names of, say, four Amerians who have been killed in Iraq?

The House Intelligence Committee, led by Republicans, has concluded that there was no deliberate wrongdoing by the Obama administration in the 2012 attack on the U.S. Consulate in Benghazi, Libya, that killed Ambassador Chris Stevens and three other Americans, said Rep. Mike Thompson of St. Helena, the second-ranking Democrat on the committee.

The panel voted Thursday to declassify the report, the result of two years of investigation by the committee. U.S. intelligence agencies will have to approve making the report public.

Thompson said the report "confirms that no one was deliberately misled, no military assets were withheld and no stand-down order (to U.S. forces) was given."

That conflicts with accusations of administration wrongdoing voiced by Rep. Darrell Issa, R-Vista (San Diego County), whose House Government Oversight and Reform Committee has held hearings on the Benghazi attack.

Stevens, who grew up in Piedmont, and the other Americans died when Libyans attacked the consulate on Sept. 11, 2012. Among the Intelligence Committee's findings, according to Thompson:

-- Intelligence agencies were "warned about an increased threat environment, but did not have specific tactical warning of an attack before it happened."

-- "A mixed group of individuals, including those associated with al Qaeda, (Moammar) Khadafy loyalists and other Libyan militias, participated in the attack."

-- "There was no 'stand-down order' given to American personnel attempting to offer assistance that evening, no illegal activity or illegal arms transfers occurring by U.S. personnel in Benghazi, and no American was left behind."

-- The administration's process for developing "talking points" was "flawed, but the talking points reflected the conflicting intelligence assessments in the days immediately following the crisis."

Those talking points included assertions that those who attacked the compound were angered by an obscure anti-Muhammad video posted to YouTube in the U.S. There is disagreement to this day about whether that was the case.

Benghazi theories debunked by House intel panel

WASHINGTON (AP) — A two-year investigation by the Republican-controlled House Intelligence Committee has found that the CIA and the military acted properly in responding to the 2012 attack on a U.S. diplomatic compound in Benghazi, Libya, and asserted no wrongdoing by Obama administration appointees.

Debunking a series of persistent allegations hinting at dark conspiracies, the investigation of the politically charged incident determined that there was no intelligence failure, no delay in sending a CIA rescue team, no missed opportunity for a military rescue, and no evidence the CIA was covertly shipping arms from Libya to Syria.

In the immediate aftermath of the attack, intelligence about who carried it out and why was contradictory, the report found. That led Susan Rice, then U.S. ambassador to the United Nations, to inaccurately assert that the attack had evolved from a protest, when in fact there had been no protest. But it was intelligence analysts, not political appointees, who made the wrong call, the committee found. The report did not conclude that Rice or any other government official acted in bad faith or intentionally misled the American people.

The House Intelligence Committee report was released with little fanfare on the Friday before Thanksgiving week. Many of its findings echo those of six previous investigations by various congressional committees and a State Department panel. The eighth Benghazi investigation is being carried out by a House Select Committee appointed in May.

The attacks in Benghazi killed U.S. Ambassador Christopher Stevens, foreign service officer Sean Smith, and two CIA contractors, Tyrone S. Woods and Glen Doherty. A Libyan extremist, Ahmed Abu Khatalla, is facing trial on murder charges after he was captured in Libya and taken to the U.S.

In the aftermath of the attacks, Republicans criticized the Obama administration and its then-secretary of state, Hillary Rodham Clinton, who is expected to run for president in 2016. People in and out of government have alleged that a CIA response team was ordered to “stand down” after the State Department compound came under attack, that a military rescue was nixed, that officials intentionally downplayed the role of al-Qaida figures in the attack, and that Stevens and the CIA were involved in a secret operation to spirit weapons out of Libya and into the hands of Syrian rebels. None of that is true, according to the House Intelligence Committee report.

The report did find, however, that the State Department facility where Stevens and Smith were killed was not well-protected, and that State Department security agents knew they could not defend it from a well-armed attack. Previous reports have found that requests for security improvements were not acted upon in Washington.

“We spent thousands of hours asking questions, poring over documents, reviewing intelligence assessments, reading cables and emails, and held a total of 20 committee events and hearings,” said Rep. Mike Rogers, R-Mich., the committee’s chairman, and Rep. C.A. Dutch Ruppersberger of Maryland, the ranking Democrat, in a joint statement.

“We conducted detailed interviews with senior intelligence officials from Benghazi and Tripoli as well as eight security personnel on the ground in Benghazi that night. Based on the testimony and the documents we reviewed, we concluded that all the CIA officers in Benghazi were heroes. Their actions saved lives,” they said.

Rep. Adam Schiff, a California Democrat who serves on the intelligence panel and the Benghazi select committee, said, “It’s my hope that this report will put to rest many of the questions that have been asked and answered yet again, and that the Benghazi Select Committee will accept these findings and instead focus its attention on the State Department’s progress in securing our facilities around the world and standing up our fast response capabilities.”

Some of the harshest charges have been leveled at Rice, now Obama’s national security adviser, who represented the Obama administration on Sunday talk shows the weekend after the attack. Rice repeated talking points that wrongly described a protest over a video deemed offensive to Muslims.

But Rice’s comments were based on faulty intelligence from multiple agencies, according to the report. Analysts received 21 reports that a protest occurred in Benghazi, the report said —14 from the Open Source Center, which reviews news reports; one from the CIA; two from the Defense Department; and four from the National Security Agency.

In the years since, some participants in the attack have said they were motivated by the video. The attackers were a mix of extremists and hangers on, the investigation found.

“To this day,” the report said, “significant intelligence gaps regarding the identities, affiliations and motivations of the attackers remain.”

A fucking two-year, republican-led investigation found nothing to pin on the administration, but of course Lindsey ain't having that. Let's go ahead and investigate it yet again. But, of course, everything leading up to the war in Iraq, where thousands of Americans died - thousands, not just four - was okey dokey and only needed one investigation.
