They earn some of their income but not much. The top 400 earners only earn about 8% of their taxable income. The rest is unearned income like capital gains, dividends, interest. etc. In 2008, 400 households collected 10% of the capital gains subject to preferential rates ($61,364,527,000). Now you know why Newt wants to cut the capital gains tax rate to zero.

capital gains tax SHOULD be zero, it's double taxation, you originally paid taxes on that money when you first earned it, now you invest it & have to pay taxes again, & it's not even indexed to inflation so you also pay tax on the inflation that happens while that money was invested so really it's like triple taxation
