Because they came out as a parody of a dying (at that time) genre and didn't have much else to say.

They didn't suck, they just weren't great.

Like a bridge between Hair Metal and Grunge Rock that disappeared as soon as you crossed it.

Theater of Pain by Motley Crue was their first follow up letdown.

It was a letdown from Shout, sure, but that was a great album. Theater was kinda good.
