What people are saying is, an easy win against regular mass-murders is that people who are known to be mentally ill should not be allowed to own guns. I.e. you provide a doctor's note before purchase. Do you have a criminal record for violence, alcohol abuse or drug use? You don't get to play with guns. They are kept in a secure environment so there are no more of the hundreds of US children every year who accidentally kill themselves whilst playing with Daddy's gun. Therefore, +90% of countries do allow private gun use but have sensible controls. Very, very occasionally a crazy guy (always a guy) with a legal firearm will get through the system, but when that happens we look at what went wrong and if there's a loophole we close it.
