He didn't cover a Sabbath song or an Ozzy song. He failed. He wasn't needed and he didn't fit in. It's no different to that horrendous tribute album called KISS MY ASS that Gene and Paul created for themselves with a bunch of c and d-level acts. None of those acts had anything to do with KISS.
The KISS tribute cd contained one of the biggest selling artists of all time (Garth Brooks).
Lenny Kravitz. Stevie Wonder. Anthrax. Extreme. Newer bands at that time (Gin Blossoms and Toad The Wet Sprocket). All gold and platinum selling artists. Independent/underground bands (Lemonheads, Dinosaur Jr., Bosstones). A diverse group of artists and bands. All KISS fans who were influenced by KISS' music and stage productions.

Hagar and Tyler probably at least played on some of the same festivals as Ozzy.
Hagar was never metal. His material has always been white bread. Nothing dark about it. Sabbath had no influence on him either.
