I think encouraging more healthy drinking habits, prioritizing public transportation, and making alcohol less taboo would help a lot more with drunk driving. Countries with lower drinking ages don't have the problems the US does. That says a lot.

Right. And enforcement. 21 to drink is a stupid, regressive law... you can vote, die for your country in war, and buy a gun, but you can't buy a drink. I'd much rather see the firearms age at 21 than the drinking age.
