I'm going to guess LOW! As much as I love these bands, none of them were arena headliners even in their prime. 18,000 tickets is a lot of damn tickets!

Mohegan Sun Arena does this with a 10,000 capacity but that's a casino so there are lots of comps.

I actually think at the right price, a package like this would work in arenas. Just not this particular package. They picked the probably the 4 least interesting bands imo. Give me a package with Ratt, Tesla, Skid Row and Warrant and I'm there.
