I looked this up because I thought there is no way this could be true and this is what I found:
Mexico is one of the few countries in the world that doesn't require a bar exam or bar association membership to practice law.
To become a lawyer in Mexico, you must:
Complete a five-year law degree program called Licenciado en Derecho
Pass exams and obtain a practice certificate called a cédula profesional from the Ministry of Education's Bureau of Professions
Register your license with state and federal courts
Once you've completed these steps, you can practice law across the country without having to prove knowledge of local laws or facing jurisdictional limitations.

To be fair, there are three states in the U.S. where a bar exam is not required. It is true that the standards for getting a law degree in those states is likely higher than in Mexico.
