I don't know if "learn" is the right word.

Practice singing and your voice gets stronger and develops. You may find vibrato, but most singers have keys where they have a better vibrato.

I can't get a decent vibrato on my voice or my guitar playing. Some of us just suck.

You learn that, David Lee Roth started to a lot more vibrato after 1994, check the way he sings the classic VH tunes around that era and into the 2000's, maybe 2002 for a full concert
