The world is going insane... or is it already there?
A local Van Nuys man has put Train Horns up in a Tree by his home and blasts the horns randomly throughout the day to attract the Police.
But when the Police show up, he stops blowing them, and if the Police do NOT hear it, they can't do anything about it.
The Law says, the offense (blasting the horns) has to take place in their presence, or they can't arrest him or even reprimand him as it's not happening.
They leave, and 30 minutes later, he starts blasting them again, until the neighbors call the Cops, again!
Rinse, Repeat!
