They were solid, but closer to Ojeda/French than Tipton/Downing.
Graham Oliver did the basic 70's blues rock stuff, and Paul Quinn did the flashier solos.
Neither one was a virtuoso, but they weren't hacks. More Wishbone Ash than Iron Maiden.

I liked Saxon well enough back in the day, but off the top of my head the intro to Princess is the Night is the only thing that stands out

Not the flashiest of players , but that dude with the mustache does a fantastic job on ‘Broken Heros.’

Pretty much this. They fit Saxon’s style, nothing more, nothing less.

They came up with good riffs. In the solo department they were pretty standard.

I can't speak to Oliver, but when I saw them in 2015, I was actually a bit surprised at how good Paul Quinn and Doug Scarratt were. I wouldn't put them on the level of Tipton and Downing, as far as older players go, but they were more than competent.
