I don't understand why its taken this long to finally get these first round picks signed I thought that was one of the benefits of having a rookie wage scale set.

Can somebody that knows more about than me explain that.

I just heard the Urlacher, 'he's a good running back. Runs the ball well' comment regarding Tebow again. I laughed, but man Urlacher is a dick.

Here's an article from a Green Bay paper from May.
Notice how he got the Luck deal (22.1mil guaranteed) almost to the dollar.

Green Bay - It used to be rare to see more than a handful of rookie contracts done before the start of training camp, but with a rookie wage scale in place, such contracts basically negotiate themselves.

There are no more $50 million signing bonuses, enormous option bonuses and selected years of guaranteed salaries. Just about everything is predetermined due to the system the NFL and NFL Players Association negotiated as part of the collective bargaining agreement.

By the end of this week, the majority of first-round picks, including the Green Bay Packers' Nick Perry, could be signed.

The Packers have had discussions with every player they've drafted, according to various NFL sources, and there's a reasonably good chance all eight of their draft picks will be under contract by the time their rookie orientation camp opens Friday.

According to one agent, who just finished a deal with another team, "It took me about 5 minutes to get it done."

The only reason a team has for not getting a deal done is that it wants to hang on to the signing bonus money. Some teams may want to sit on the money and collect interest.

The reason signing draft picks is so easy now is that the rookie wage scale the owners and union agreed to last July puts limits on the amount draft picks can earn both in their first year and over the total length of the contract. Deals have been simplified to include only base salary, signing and workout bonuses and performance incentives.

Each team has been assigned a "year one rookie compensation pool" number based on the number of picks it has and the position they were selected. It also has a "total rookie compensation pool" number that covers the length of the contract

According to an NFL source, the Packers' "year one rookie compensation pool" for its eight picks is $4,849,267. It's "total rookie compensation pool" is $26,670,969.

So, in other words, they can spend up to a combined $4,849,267 on first-year compensation for their eight picks. The total value of every year of every rookie contract cannot top $26,670,969.

Another reason there won't be many hang-ups in negotiations is that agents and teams no longer have to fight over the length of contracts because those are predetermined.

All first-round contracts must be four years with a fifth-year club option. All other picks must be four-year deals.

The CBA features a "year-one formula allotment" with rookies that places a value on every pick in the draft, thereby providing the team with a guideline for how much each player should earn in the first year.

Deals can be altered so that percentages aren't exactly as prescribed, but since there are limits on how much money can be distributed without going over the allotments, contracts are all but decided as soon as the player is picked.

First-round picks used to haggle over every available penny, using such things as option bonuses, escalators and guaranteed salaries to manipulate the salary cap. Holdouts weren't as common as they once were but they still existed.

The $50 million signing bonus the St. Louis Rams gave quarterback Sam Bradford as the No. 1 pick in the 2010 draft is a thing of the past.

Top pick Andrew Luck of the Indianapolis Colts will get slightly more than $22 million over four years plus a club option for the fifth. His salary won't be much more than No. 1 pick Cam Newton's four-year, $22.025 million deal that included a club option in the fifth year.

All of Newton's money was guaranteed, and Luck's probably will be, too.

The option year gives the club a safeguard for the first-round pick leaving in free agency after four years. But to execute the option, the team must do so before the player's fourth year and it must pay him like a veteran.

According to the rules, any player selected in the top 10 of the draft whose option is exercised will earn in the fifth year the average of the 10 highest-paid players at his position in the previous year. So, if the Colts think Luck is the real deal, they can either try to extend his contract after his third year or they can exercise the option that would guarantee they would have him for two more years.

For all other players in the first round, the fifth-year club option must also be executed after the third year, but the fifth-year salary is determined by calculating the average of the third through 25th highest-paid players at his position the previous year.

Thus, before his fourth season, the Packers will have to decide whether to add a fifth year to Perry's deal. If they don't, he will be a free agent after the fourth year. If they do, they'll pay the third-through-25th average salary.

The only types of salary allowed are base, signing bonus and performance incentives.

Now that we finally have all of our draft picks signed, it's time to get down to business. This is the NEW era of Colts football. We have a young team that is going to lead us into the future. No doubt, it will be a steep learning curve, but we will get there. There's a lot of talent on the team and a lot of potential. Time to hit the ground running and get ready for Chicago, week 1!!

The greatest Manning family achievement of all time might have been Archie taking the 1979 Saints to their first .500 record.

On another note, I've changed my opinion on RG3. At first I thought he was a great prospect and a surefire future pro bowler. Now I'm SURE he's gonna be a bust. No doubt about it, he'll be out of the league within 4 years. Mark my words!
