Mayor: Kings are in 'final weeks' in Sacramento

Sacramento's Mayor is already preparing for life without the Kings.
In a strongly worded blog posted on his website Tuesday night, Mayor and former NBA player Kevin Johnson wrote the franchise's possible relocation to Anaheim "feels like a slow death" and this "will likely be the Kings' final weeks in Sacramento after 26 years."
Johnson met with Kings owners Joe and Gavin Maloof last month and has believed since that the Kings will leave after this season.
After years of not receiving public dollars to build a new arena in Sacramento, the Maloofs began discussions with Anaheim officials about relocating the franchise to Orange County. An attorney representing the Kings also filed for at least four federal trademarks registrations: Anaheim Royals, Anaheim Royals of Southern California, Orange County Royals and Los Angeles Royals.
The well-traveled franchise was previously named the Rochester Royals and Cincinnati Royals.
Coincidentally, the Kings have played several home games this season in the throwback uniforms of those 1951 NBA champion Rochester Royals. Johnson also seemed bothered that the Kings have been wearing Royals uniforms.
Johnson has maintained that Sacramento needs to focus on building a new arena with or without the Kings, even poking fun at their former -- and perhaps future -- moniker.
"The strange part is, our true destiny as a professional sports town continues to rest with us -- not the Kings or Royals or whatever they want to call themselves," Johnson said.
The NBA already granted the Kings an extension until April 18 to decide if it will file a request to move the franchise for next season. The Kings will have the opportunity to discuss their plans at the NBA's Board of Governors meetings April 14-15 in New York.
Sacramento's season finale is April 13 at home against the rival Los Angeles Lakers, a game that could be the last at the newly renamed Power Balance Pavilion, formerly called Arco Arena. Johnson also said a financial feasibility study on a new arena will continue as planned and thanked fans who "take the high road" during the season's final weeks.
"The slow death is almost over. It's painful," he said. "But a new beginning is right around the corner."

Anaheim acknowledges pursuit of Sacramento Kings

ANAHEIM, Calif. (AP) -- The city of Anaheim has effectively acknowledged its pursuit of the Sacramento Kings, revealing a financial plan to entice the NBA team to relocate to Honda Center with $75 million in bonds.
Anaheim Mayor Tom Tait didn't mention the Kings by name Friday, but said the deal to be considered at a special City Council meeting Tuesday poses no financial risk to Anaheim taxpayers.
"As mayor, I look forward to joining my colleagues on Tuesday to consider these important agenda items,'' Tait said in a statement released to news outlets. "As a basketball fan, I'm hoping that we will soon be cheering at that first tip-off at Anaheim's own Honda Center.''
Kings owners Joe and Gavin Maloof have been in private discussions for several months on a move out of their aging Sacramento building formerly known as Arco Arena. They must file for relocation with the NBA by April 18.
The details of the potential deal are found in a staff report to the City Council posted on Anaheim's website. A 103-page lease delineates the terms of a deal for an unidentified potential NBA tenant in the city-owned Honda Center, which is managed by a company controlled by billionaire Henry Samueli, the owner of the NHL's Anaheim Ducks.
The proposed deal includes $25 million for Honda Center upgrades - likely to include a new locker room, a sports training area and a practice court - and $50 million in transition costs, likely including relocation fees charged by the NBA.
The bonds would be funded by private investors and repaid by arena revenue, according to the lease. Samueli, an avid basketball fan who has wanted an NBA team as a co-tenant for several years, is the financial muscle behind the bond arrangement.
The move still is far from a done deal. The Maloofs must get permission from a majority of the NBA's other owners to make the move, which isn't a sure thing - and they'll have to pay their fellow owners for the privilege, including significant payments to the Lakers and Clippers, who share Staples Center 35 miles away.
The Lakers and Clippers haven't commented publicly, but Lakers coach Phil Jackson criticized the move before his club faced the Clippers on Friday night.
"What other metropolitan area has three teams in it?'' Jackson asked. "It's ridiculous to put another franchise in this market. It just doesn't make sense to do that.''
In the only similar sports arrangement, the New York City metropolitan area's 19 million people support three NHL teams. The five-county Los Angeles area had nearly 18 million residents at the most recent count, and the Kings likely would attempt to expand their fan base out of Orange County into the San Diego area, which has no NBA team.
The Kings, who haven't commented on the prospective move, already have moved well down the road to abandoning Sacramento, their home since 1985.
An attorney who has represented the Maloofs recently filed federal trademark registrations on four potential names for their well-traveled franchise, which apparently will revert to the Royals nickname used during its genesis in Rochester and Cincinnati.
That name is likely to be Anaheim Royals, because the City Council also plans to reaffirm its rule that any tenant uses Anaheim as its only geographic identifier. The city is determined to avoid the embarrassment of the local baseball team's decision to rename itself the Los Angeles Angels of Anaheim in 2005, sparking a four-year legal battle.
"One issue that is important to our community is that any new professional team sport our city's name - and our name only,'' Tait said. "Be assured that the city's staff has addressed that issue very clearly.''

Joe Maloof fires back at Sacramento government over letter

ANAHEIM, Calif. (AP) -- Sacramento Kings owner Joe Maloof made his first public comment about his franchise's possible relocation to Anaheim on Monday night, criticizing a letter sent between the cities' governments.
Maloof spoke briefly to the Orange County Register after a Sacramento city official wrote to Anaheim's city manager asking Anaheim to stop negotiations with the Kings.
The letter from Sacramento Assistant City Manager John Dangberg claims a move could cause "irreparable harm to the City of Sacramento'' if the Kings default on a $73 million loan from the city. Dangberg called Anaheim's negotiations with the Kings "bad public policy at a minimum,'' asking for contractual assurance the Kings will pay their debt before they get more bonds from Anaheim.
"That letter is completely wrong, and it was uncalled for -- below the belt -- and it's a shame it had to come out of his office,'' Maloof told the Register. "We tried to be classy and not get in arguments in the media, but I (have to) make this comment. We will continue on with our business and do what is best for the viability of the franchise -- what's best for the franchise and what's best for the league.''
The letter also asks Anaheim not to authorize $75 million in bonds to aid the move. The Anaheim city council is expected to vote on a financial plan to entice an NBA team to move to the city-owned Honda Center in a special meeting Tuesday night.
"It's not for the mayor or anybody to interfere with our business,'' Maloof told the Register. "That's what I think they're doing, and it's not right. We would appreciate that they not interfere with our business.''
Maloof didn't return phone and text messages from The Associated Press late Monday night.
The Maloofs have been in private discussions for several months on a move out of their aging Sacramento building formerly known as Arco Arena. They must file for relocation with the NBA by April 18 to start the process, which would include a vote among the league's other owners.
Sacramento issued the bonds for a loan to the Kings in July 1997, two years before the Maloofs bought the franchise. The Kings will owe Sacramento roughly $77 million if they leave this summer.
"We've always satisfied our obligations to the City of Sacramento,'' Maloof said. "We're honest businesspeople, and we have never missed a payment. In fact, we're way ahead of schedule. A couple of years ago, we paid somewhere between $9 million and $11 million ahead because we wanted to lower the debt.
"We've always paid our financial obligations in the past, we're going to do it in the present, and we're going to do it in the future. They have nothing to worry about. They will be paid in full, whatever it takes.''

ANAHEIM, Calif. (AP) -- The Anaheim city council unanimously approved a $75 million bond deal Tuesday night to entice the Sacramento Kings to relocate to Orange County.
The city council twice voted 5-0 for the measures to a round of applause from its packed City Hall meeting room, calling it another major step in luring the Kings to Honda Center.
"Anaheim took a giant step closer to bringing an NBA team to Anaheim and the Honda Center," Anaheim Mayor Tom Tait said. "I'm thrilled. Actually, a better word is stoked."
Tait repeatedly emphasized the city is borrowing no money and has no financial risk in the deal. According to every Anaheim official in the meeting, the city is acting as a conduit for a private investment by Henry Samueli, the billionaire owner of the NHL's Anaheim Ducks.
Samueli also manages the city-owned arena, and he's putting his own money into a deal for $25 million in upgrades to Honda Center including a practice court and new locker rooms, along with another $50 million in moving costs that could include relocation fees paid to the NBA's other owners.
Although most city officials were careful to emphasize the bonds could be used to move any team, not just the Kings, Council Member Kris Murray acknowledged the obviously messy emotions behind an apparently clean financial deal.
"My heart does go out to the Sacramento fans and residents," Murray said. "They're a great team, and I know we would be proud to have them in our city. ... I hope we come up with some creative way to replace the cowbell."
The well-traveled Kings' move out of the city they've called home since 1985 still is far from a done deal, although this lucrative financing deal removes a major obstacle for Kings owners Joe and Gavin Maloof.
The Kings must file for relocation by April 18, and the NBA's other 29 owners must approve the move by majority vote. The Maloofs then might need to pay a relocation fee to the owners, including possibly hefty payments to the Los Angeles Lakers and Los Angeles Clippers, who share Staples Center 35 miles away.
Sacramento Mayor Kevin Johnson recently sounded resigned to an inevitable move, but the California capital's city government has taken a more combative tone recently. On Monday, Sacramento's assistant city manager sent a letter asking Anaheim to cease all negotiations over worries the Kings might default on $77 million owed to the city from a 1997 loan.
Joe Maloof responded to the letter with his first public comments on the deal, telling the Orange County Register that the Kings will repay everything they owe, and asking Sacramento to stay out of his business dealings.
When asked about the letter, Tait responded: "Well, I'm Mayor of Anaheim, and I look out for the best interests of the city of Anaheim."

If the idea was simply to pile up enough technical fouls to build a mountain taller than a couple of 7-footers standing on each other's shoulders, then it didn't work. Technicals are actually down this season.
But if the intent of the "respect for the game" mandate instituted at the start of the 2010-11 schedule was to cut down on the face-to-face jawing that threatened to turn the NBA into the Jerry Springer Show in baggy shorts and high-tops, then the mission was mostly accomplished.
Just as long as you don't ask Stan Van Gundy and Dwight Howard in Orlando.
"It's evolved the way it should," said Celtics coach Doc Rivers. "It's gone back to how it should be, a case by case basis. I think the officials have done a much better job. First of all, they don't have to do what they did earlier. They understand emotional outburst. That's why I said from the beginning that I didn't think we gave the officials enough credit.
"There was a great example we had recently late in a game with Delonte (West). An official thought he had missed a call. He wasn't sure. But it was a hard foul on Delonte and Delonte had an outburst. The official actually said to me, 'You know, I could easily have given him a tech. But I knew the guy's been injured and I think I missed the call. But I just couldn't make the call, because I wasn't sure. So I had to let him go.' To me, that's great officiating instead of just reacting."
The instructions handed down by the league office to the referees were not written with considerable leeway. Not to be tolerated were:
• Video Demonstrative disagreement, such as when a player incredulously raises his hands or smacks his own arm to demonstrate that he was fouled.
• Video Aggressive gestures such as air punches.
• Video Running directly at an official to complain.
• Video Excessive inquiries about a call, even in a civilized tone.
On any given night in arenas from coast-to-coast, you can still see players unhappy with calls by referees. But the general consensus is that the tidal wave of complaints has, for now, been slowed.
"Nobody's really talked about it for a long time, but I think it helped," said Spurs coach Gregg Popovich. "I think there's less moaning and groaning. There's a little bit more professionalism out there due to that change.
"I think it's been a positive thing. They're not calling them as much as in the beginning when they were trying to establish the rule. But I think they've shown pretty good judgment in making the call when it was necessary. You don't see players walking up to officials too much anymore, running at them or whatever they were doing, being demonstrative. I think that's a good thing. I think it was needed."
"I think they calmed everything down after the first two weeks of tacking Ts on guys right away for their persistent complaining," said the Lakers' Phil Jackson. "Now it's back to the usual normal. We're losing some players in the stretch obviously. Kobe's got a number (of technical fouls). He's got to watch himself a little bit. You just don't want to lose players at this point."
A year ago there were 866 technical fouls called, compared to 782 heading into the final four weeks of this season, with nearly 50 of those rescinded after league review.
"I think the officials are pretty consistent with it," said Suns forward Grant Hill. "If you cross that line you get penalized. For me, in theory, it's probably a good rule. But I've been doing this for 16 years and all of a sudden you've got to change in terms of how you interact with officials or how you respond to calls. For an older guy like me, it's tough. I've gotten 4-5 techs this year. I usually get a couple of techs every year. This has maybe made for a little bit more than I normally would get.
"People ask if it's a good thing. I think they wanted to stop the chirping and all that. But sometimes you have to have room for emotion. If you're yelling at officials or swearing at officials, you deserve to be teched. But I think you play with passion, you play with emotion and in the heat of the battle a call is made and sometimes to get a tech for not yelling at an official, for not saying anything, for just putting your hands on your head in disbelief in the heat of the moment, that might be a little bit much."
On Saturday night, Utah's Al Jefferson received a pair of technicals and was ejected for clapping at an official.
"I agree with the idea of bringing more respect to the fans, bringing more respect to the game," said Nuggets coach George Karl. "But we have an emotional game and I don't know if you want to remove that from the game.
"We have removed the physicality from the game, the fights and stuff like that. I still think the game has highs and lows and ebbs and flows on the court that I think sometimes it's best to have some emotion in the game. I think we've done a pretty good job with it, to be honest with you. I would rather have an overflow of emotion and then try to calm it down rather than try to control it from the outset. That would be my philosophy."
The campaign, according to most, is a cosmetic one, designed to make the game more appealing for TV audiences, to put the focus back on athletic ability instead of hot tempers and inflated egos.
Recently the league office has instructed officials to get teams out of timeouts faster, again with technical fouls as a potential penalty.
"We've been notified once to get out, but not had a tech yet," Jackson said. "I'm usually a guy that's pretty long. I don't like to scream over those loudspeakers and things that they've got going on in this league. The Lakers are pretty calm and collected in their home court. But a lot of these towns like to ramp it up. I don't want to lose my voice at this level."
Rockets coach Rick Adelman is a believer in the intent of the "respect" campaign, if not the execution.
"I think it is good in that you don't get the reactions that we were getting from some players. Still I think it could have been done a lot easier by just telling everybody.
"There are a lot of things that need to be protected. To me, the start of the game is the most obnoxious things I've seen in a long time. It takes teams 5-10 minutes to get out there to jump the ball up after the introductions. To me that's more of a problem. They want us to hustle out after timeouts. They want to make sure your shirt is tucked in. But some of these teams celebrate. They tie their shoes. It takes forever. So I've been tempted to keep our team over there for about 10 minutes and see if are they gonna come and get us.
"The short answer is yes, I'm in favor of what they're trying to. Guys can go off. But usually if an official says, 'That's it. I'm not taking anymore,' then guys usually straighten out."
The big question that remains is how the policy could affect the playoffs.
"I'm an emotional player," said the Spurs' Manu Ginobili. "I have always reacted to what's happened on the court. But I am not sure it is the kind of thing that should be enforced with a hard rule. I think it has gotten better than at the start of the season. I just hope we don't have any problems in the playoffs. Could something like this decide a game or a series? That would be the worst."
Hill nods his agreement.
"Typically in the playoffs, even with regular calls, they let you play a little bit more," he said. "So I assume they'll let guys show a little bit more emotion in the playoffs. I would be a shame to see a guy get a tech and give up a free throw that might affect that game and might affect the next game. I get the spirit of it. I just don't agree with the interpretation of those rules. But who am I? I'm just an old guy who needs to get some acupuncture."
Rivers just grinned.
"We're not the calmest team in the word, so that whole thing would never go our way," he said. "I just thank God that they didn't have this last year when we had Rasheed."
