However I'll go ahead and say Ken Norton. He was losing to guys like Ali and Foreman, while Buster was losing to guys like Tony Tucker. And Norton beat Ali once.
Given the level of competition in the 1970s, I have to give the edge to all of those guys when compared to people like Buster Douglas. You have to figure people like George Chuvalo, Ken Norton, Jerry Quarry, and Ernie Shavers, who were basically 2nd tier fighters back in the 1970s, would have been top contenders throughout the 80s and 90s.
But of course we'll never know.

Norton gave Holmes the fight of his life.
Like you said, he bet Ali once,some believe
he bet him again but he got screwed with the judges.
I place Norton a bit above 2nd tier standard.

Ken Norton easily.
Buster has only beaten a badly prepared, stupidly trained Mike Tyson.

Depends which Buster shows up.
The motivated Buster that beat Tyson would have kept Norton at bay with his jab, and would have been able to avoid Kenny's clumsy lunges. Douglas had one of the best jabs for a heavyweight -- on the Tyson/Spinks undercard, he knocked the dude down with it.
The lazy Buster that lost to Tucker would've been knocked out late.

That's true...did Buster beat anyone else of note? Surely not.
I knew he was a bum when he fought Holyfield...holy shit he showed up fat and obviously didn't give a shit. I could have gotten up from that love tap Holyfield knocked him down with.
He's a bum and always was...he had one inspired night though, and will always be a legend because of it.
