1. How did he leave New York? That would have a lot to do with whether he'd get a green light or not.
2. A more possible place would be TNA. They seem to like picking up the WWE's left overs. I don't mean that in a bad way but it seems TNA just signs guys that already had a good run and may need some rest before hitting the road again.
3. a less possible company would be Ring Of Honor.
