Those that live there permanently generally have residency, or at least got it between the Brexit vote and implementation. AFAIK there are two main groups who are screwed: 1) retired Brits who want to stay official UK residents but want to mostly live in their Spanish holiday villas. They can't spend more than 90 days in them in any 6 month period, on pain of massive fines or barred from future entry, but don't earn enough to meet new residency requirements. 2) people needing major medical care, because Spain is part-state provision, part insurance, and they can't afford the latter. So they're selling up and coming back to the UK to get it all for free on the NHS.
And yes a lot of Spanish dislike the British enclaves. Maybe the US social equivalent is 'country club' types - snobby social conservatives, who left the UK because there was "too many immigrants, who don't speak English", but they have no self-awareness: they often barely speak Spanish and would get very offended if you called them immigrants rather than expats.

Brexit got rid of a lot of hard working Europeans. And instead we get the expats coming back from Spain who are mostly just a drain on the NHS. Nice tradeoff!

I'd probably stay away from Mexico these days. I've vacationed in several Mexican locales in the past, including Cabo. Of course, that is different than Tijuana or Ensenada, but it seems like the cartels are less worried these days about who gets caught in crossfire where it used to be tourists were pretty safe from the cartels and corrupt Policia.
