I'd have to say (and i'm not an insider, others may have more knowledge)

Trump worked hard early on to minimize a potential threat instead of suggesting more preparedness.

He called it a "hoax" early on and said it was just the flu. (The senators who dumped stock had briefings by then that shows they knew wit could be hard core.)

He said that "the summer would clear it up" despite not knowing if that was true.

overall, i think he's more concerned with the stock market, and was trying to stabilize fears for as long as possible.

I also think, like with any of Americas infrastructure, short term cost savings take precedence over long term health. That's not just Trump's fault. But he's certainly not a proponent of changing this, by a long shot.
