JCT: Healthcare law to sock middle class with a $3.9 billion tax increase in 2019
Taxpayers earning less than $200,000 a year will pay roughly $3.9 billion more in taxes — in 2019 alone — due to healthcare reform, according to the Joint Committee on Taxation, Congress's official scorekeeper.

The new law raises $15.2 billion over 10 years by limiting the medical expense deduction, a provision widely used by taxpayers who either have a serious illness or are older.

Taxpayers can currently deduct medical expenses in excess of 7.5 percent of their adjusted gross income. Starting in 2013, most taxpayers will only be able to deduct expenses greater than 10 percent of AGI. Older taxpayers are hit by this threshold increase in 2017.

Once the law is fully implemented in 2019, the JCT estimates the deduction limitation will affect 14.8 million taxpayers — 14.7 million of them will earn less than $200,000 a year. These taxpayers are single and joint filers, as well as heads of households.

"Loss of this deduction will mean higher taxes for 14.7 million individuals and families making under $200,000 a year in 2019," Sen. Chuck Grassley (R-Iowa) told The Hill. "The new subsidy for health insurance would not be available to offset this tax increase for most of these households."

The healthcare law contains tax breaks for individuals purchasing health insurance, but the breaks phase out for those making $88,000 a year.

Grassley, the ranking member on the tax-writing Senate Finance Committee, voted against the health reform bill.

Couples earning less than $250,000 will also nicked by the tax, but the exact number is unclear. The JCT lumps this income level in with those making at least $500,000. It estimates that 58,000 taxpayers earning between $200,000 and $500,000 annually will pay $74 million more in taxes in 2019.

About 5,000 taxpayers earning over $500,000 a year will pay $43 million more in tax because of the limitation.

Erin Shields, a spokesperson for Senate Finance Chairman Max Baucus (D-Mont.), told The Hill that looking just at the tax increase is "misleading and dishonest" since it "only accounts for a sliver of the whole pie."

"Health reform will lower premiums and cap out-of-pocket costs families pay when someone gets sick, which addresses the reason the medical expense tax deduction was created in the first place," she said.

When asked, Shields did not say the information in the article was inaccurate. Her comments were added to the story after its original posting.

The JCT figures were supplied to The Hill by Senate Republican staffers. The numbers were calculated in December but have not been materially altered. The JCT does not comment to the press on its calculations.

President Barack Obama in his Saturday radio address said the healthcare law keeps his campaign pledge to not raise taxes on the middle class. In his bid for the White House, he promised that individuals earning less than $200,000 and joint filers earning less than $250,000 would not see a tax increase under his watch.

But hey, he looks cool, and he reads well, so that's all that matters.

3.9 billion is friggin chump change in a country the size of the U.S. Is that all you've got, Teabagger? Dick Cheney's got that kind of money underneath his sofa cushions.

Pretty difficult to be outraged about this when it doesn't even break down who pays how much.

I understand that, but it's not like he's massively increasing taxes on the middle class without anything in return. It's a tiny increase overall, and in return a lot of people are getting access to health insurance. 3.9 billion is nothing - I think this is making a mountain out of a molehill.

It doesn't matter that it's not a BIG tax increase (and, we're assuming that this amount is going to be accurate, which it most likely will NOT be) the fact is, when he said over and over again that "nobody making less than $200,000 will have their taxes increased" (not to mention letting the tax cuts expire) he loses face.

Eh... if people would analyze this critically they'd see it isn't that big of a deal. And we really have no idea who is going to pay what. Less than 200,000 could also be 190,000... so maybe some guy who makes 190 K will pay an extra 500 in taxes? Who knows. Sure this kind of thing is great for Teabaggers who relish any opportunity to get even madder, but unless people see a tangible increase in their taxes I doubt Obama or the Dems are going to lose many votes over this.

Why 2019? Because that is the year when ObamaCare will be fully implemented. The new law will also raise $15.2 billion over ten years by limiting medical expense deductions - in other words .. a tax increase. This deduction limitation will affect 14.8 million taxpayers, and 14.7 million of those taxpayers earn less than $200,000 a year.

So now what do we have a country with less real personal income. We have a new law that will absolutely raise taxes across the board, from the evil rich all the way down the income tax scale.

Wow! The government has to spend money to do things, just like everyone else. When the war in Iraq started, were you too busy sticking your yellow magnetic ribbon on your bumper to wonder who was paying for the bullets and stuff? Were you too busy basking in the warm glow of security created by the DHS to wonder who was paying for the screeners and x-ray machines forming that cordon of protection? Was your head so far up your ass these last few years you've only just now noticed that no one gets a free ride, not even Uncle Sam. I guess you're even more astonished that the President might actually have the nerve to admit this and that the taxpayers are responsible. We had eight years of one who told his legion of idiot followers that they could spend like a drunken sailor in a Bangkok whorehouse and not worry about the bill. The party's over and it's time to pay the tab.

What is so hard to understand about the fact that you were nowhere to be seen when GWB was racking up record debt, deficits and spending? You are a hypocrite, plain and simple, because it didn't bother you when it was your guy doing it. How have you been critical of Bush in this thread? You haven't. The closest thing to being critical of your side was "I am critical of either party spending so recklessly", which is a tepid, after-the-fact disavowal of a disastrous 8-year fiscal policy by your guy if ever there was one.

You signed up a couple of weeks after the election and have posted absolutely nothing but criticisms of Obama and the Democrats. That's your posting history, and it's one-sided. And since there are only a handful of people who post here and they all get recycled, it's pretty obvious to me that you're either posting under a new name or posting under an alternate name along with your other characters on here.
