Do you own Adobe Illustrator? If so download the pdf from the White House website and then open it up in Illustrator and tell me what you see.

If you don't own it call up a friend who does, have him do it, have him check the layers.

I've scanned dozens of document as pdfs and none of them turned into 10 layers because it's one solid picture. There are programs that can separate text, as a few job agencies will do a scan of a resume so they can rework the text, but it doesn't separate every section of a document on a birth certificate.

I read the link from the adobe expert. He doesn't address all of this. It's as if he didn't look at the document himself and instead answered a question about it. He's either mistaken or he's lying on purpose. Try a little critical thinking next time. Don't know what that is?

He has personal access to the finest document experts in the CIA, NSA and other agencies who regularly forge identification documentation which fools experts around the world.
