The Secret Service has hired prostitutes in the past. However, they wait until after the President leaves before conducting in these activities. For some reason, they decided to do this before he arrived. The other issue was that since the prostitute left at 7AM, instead of 6AM, they owed her a whopping $47, which they refused to pay. Since prostitution is legal, she went to the police and 11 officers confronted the 5 Secret Service agents.
So, the five officers refused to "pitch in" $10 per person and made this a national embarrassment.
