Those numbers were highlighted in the first post, shit for brains. Discouraged workers fell 12% between Feb 2012 and Feb 2013. The number went through the roof during the recession, increased 84% between Feb 2008 and Feb 2009 and 64% between Feb 2009 and Feb 2010.
