This is Nighthawk. He is a Marvel Comics character that appeared most notably in The Avengers and the Squadron Supreme. Depending on the version, he is either a white guy or a brother. I used whitey as I want to piss off MurrayFiend:

Missed the whole Watchmen thing, for whatever reason. Evidently, I was thinking of Nightwing.
