I went back and counted up the win totals for the previous nine seasons, 2002-2010(Houston Texans only went back to 2002), and then separated them into England style Premiership and Championship divisions. I then used the 2011 season as the scale as to where they would've finished up even though they played a "mixed level" schedule. there was a tie breaker with Chicago, Minnesota and Seattle with (74) wins over the previous nine seasons so I went back one more season to 2001 to break the tie. Chicago 13-3, Seattle 9-7, Minnesota 5-11(RELEGATED). Minnesota's poor 2011 put them in another tie breaker but their superior wins over the previous nine seasons kept them up in the Championship
Since there are only 16 teams, I went with the German distribution of UEFA Champions League and Europa League spots even though the Bundesliga runs with 18 squads.

A USFL type league could be a feeder league for the "championship" relegated clubs. I'd only have 1 team replaced though, rather than 3.
