Does the NFL still have a rule that says each NFL team can only designate around 4-5 numbers/jerseys to be sold???

I might have seen that reported a couple years ago on t.v.

For the record, Manning DID NOT win four MVP awards in a row. That is completely false. Sure, he's won four total, but not in a row.
