Basically, it was up to each country to decide what and how much action was to be taken to keep ocean temperatures from rising by 2100. The problem with the Paris accord is just that - there are no guidelines as it is up to each country to do what they want. Each country doesn't really have to do anything, and there is no governing body to establish or monitor what is being done.
