No, he never has. He's had a few known celebrity romances over the years, all with women, but people have been speculating on his sexuality since the beginning of his career.
From all accounts, he's a decent person. I read on wiki that he's been donating a tenth of his income to charity since 1966. Good for him, and his charities, if he's still at it.
I like the Shadows better without him, but "Summer Holiday" is a great pop song. (My mother used to have the single.) Cliff's solo hit, "We Don't Talk Anymore" is another great tune.
