A longevity streak doesn't make someone the greatest player ever. Cal Ripken is not greater than Babe Ruth, Willie Mays, etc... Favre has cost his teams more big games than he has won for them, especially over the past 4 or 5 seasons. He has thrown a lot of TDs, but he has also thrown a lot of INTs too. I'm willing to bet he is the all time leader in Pick-6's.
I'll just focus on 3 modern QB's: Favre, Manning, and Brady.
Favre: 86.3 QB Rating, 1.5-1 TD to INT ratio, .640 winning %, 13-11 playoff record, 1-1 in SB
Manning: 95.5 QB Rating, 2-1 TD to INT ratio, .682 winning %, 8-8 playoff record, 1-1 in SB
Brady: 93.5 QB rating, 2.3-1 TD to INT ratio, .769 winning %, 14-4 playoff record, 3-1 in SB
Manning is on pace to pass Favre's consecutive game streak, Brady has 2 more rings than Favre ever will, both Manning & Brady have considerably higher QB ratings, and the TD to INT ratio's aren't even close. Favre was careless with the ball far too often in his career and cost his teams a lot of games, and the numbers reflect that. Is he one of the greats? Certainly. Is he the greatest? Not by a long shot.
