Well yeah, that was kind of the point. That blown call didn't have much impact on the outcome, but that was one of the worst calls Ive seen. It was a text book legal hit. It seems like any time a guy gets hit hard, legal or not, it draws a flag these days. Dallas ended up punting on the next series of downs, so it didn't have a huge impact other than altering field position by a few yards and eating a little clock, but otherwise, I agree. The league doesn't want too many things reviewed because it slows the game, but 15 yard bullshit penalties can change the outcome. It's worth the extra time to make sure it's the correct call. There are way too many bullshit PI penalties this season as well. All a QB has to do is air it out deep and odds are he's going to get a flag for either PI or defensive holding.
